White Chicago Lifeguard Charged in Fatal Shooting of Black Teen

A 55-year-old seasonal lifeguard employed by the Chicago Park District has been charged with first-degree murder and attempted murder following a shooting at Douglass Park that claimed the life of one teenager and left another in critical condition.
According to prosecutors, Charles Leto was fixing his bicycle near the Douglass Park pool on the evening of June 26 when he allegedly opened fire on a group of teens. Marjay Dotson, 15, was shot in the back and later died at the hospital.
Jeremy Herred, 14, was struck in the neck and remains hospitalized in critical condition with possible brain damage.
Herred is the cousin of Laquan McDonald, whose 2014 death at the hands of a Chicago police officer became a national flashpoint for police accountability.

Leto, who is white, reportedly told police that the teens had followed and attacked him, claiming self-defense and citing his concealed-carry license. However, surveillance footage reviewed by investigators appears to contradict that account, showing the teens walking away as Leto retrieved a handgun from his backpack.
Attorney Jeff Neslund, representing both families, has urged prosecutors to consider hate crime charges, citing the racial dynamics of the case. “There is no justification or excuse for this heinous criminal act,” Neslund said, adding that the families are devastated and seeking full accountability4.
Leto was hired by the Park District in June 2023 at a rate of $16.19 per hour. Prior complaints about his behavior have surfaced, including allegations of verbal aggression toward parents and staff at Gill Park. One parent described feeling physically threatened during a confrontation, while a fellow lifeguard confirmed Leto had a history of angry outbursts.
The Park District has since placed Leto on its Do Not Rehire list and confirmed his resignation following an unpaid emergency suspension. In a public statement, the agency expressed condolences to the victims’ families and pledged a full internal review to prevent future tragedies5.
Community members have rallied in support of the families, demanding increased safety measures and accountability. A petition circulated by the Chi North Lawndale Chamber of Commerce calls for permanent security at Douglass Park, mandatory background checks for staff, and a formal apology from the Park District.
Funeral services for Marjay Dotson are scheduled for July 9. Herred remains in intensive care as his family asks for privacy and continued prayers.
